A Conflict of Visions

Intellectuals do not simply have a series of isolated opinions on a variety of subjects. Behind those opinions is usually some coherent over-arching conception of the world, a social vision. Intellectuals are like other people in having visions—some intuitive sense of how the world works, what causes what. The vision around which most contemporary intellectuals tend to coalesce has features that distinguish it from other visions prevalent in other segments of contemporary society or among elites or masses in earlier times.

While visions differ, a vision of some kind or other underlies attempts to explain either physical or social phenomena, whether by intellectuals or by others. Some visions are more sweeping and dramatic than others, as well as differing in the particular assumptions on which they are based, but all kinds of thinking, whether formal or informal, must start somewhere with a hunch, a suspicion, or an intuition of some sort—in short, with a vision of causal connections. Systematically working out the implications of that vision can produce a theory, which in turn can be refined into specific hypotheses that can be tested against empirical evidence. But “the preconceived idea—supposedly ‘unscientific’—must nearly always be there,” as British historian Paul Johnson put it.1 Economist J.A. Schumpeter defined a vision as a “preanalytic cognitive act.”2

At the heart of the social vision prevalent among contemporary intellectuals is the belief that there are “problems” created by existing institutions and that “solutions” to these problems can be excogitated by intellectuals. This vision is both a vision of society and a vision of the role of intellectuals within society. In short, intellectuals have seen themselves not simply as an elite—in the passive sense in which large landowners, rentiers, or holders of various sinecures might qualify as elites—but as an anointed elite, people with a mission to lead others in one way or another toward better lives.

John Stuart Mill, who epitomized the intellectual in many ways, expressed this view explicitly, when he said that the “present wretched education” and “wretched social arrangements” were “the only real hindrance” to attaining general happiness among human beings.3 Moreover, Mill saw the intelligentsia—“the most cultivated intellects in the country,” the “thinking minds,” “the best and wisest”—as guides to a better world in their role of “those who have been in advance of society in thought and feeling.”4 This has been the role of the intelligentsia, as seen by the intelligentsia, both before and after Mill’s time—that of intellectual leaders whose broader knowledge and deeper insights can liberate people from the needless restrictions of society.

Jean-Jacques Rousseau’s famous declaration—“Man was born free, and he is everywhere in chains”5—summarizes the heart of the vision of the anointed, that social contrivances are the root cause of human unhappiness. This vision seeks to explain the fact that the world we see around us differs so greatly from the world that we would like to see. In this vision, oppression, poverty, injustice and war are all products of existing institutions—problems whose solutions require changing those institutions, which in turn requires changing the ideas behind those institutions. In short, the ills of society have been seen as ultimately an intellectual and moral problem, for which intellectuals are especially equipped to provide answers, by virtue of their greater knowledge and insight, as well as their not having vested economic interests to bias them in favor of the existing order and still the voice of conscience.

Large, unmerited differences in the economic and social prospects of people born into different social circumstances have long been a central theme of intellectuals with the vision of the anointed. Contrasts between the grinding poverty of some and the luxurious extravagance of others, compounded by similar unmerited contrasts in social status, are among the problems that have long dominated the agenda of those with the vision of the anointed.

This vision of society, in which there are many “problems” to be “solved” by applying the ideas of morally anointed intellectual elites is by no means the only vision, however much that vision may be prevalent among today’s intellectuals. A conflicting vision has co-existed for centuries—a vision in which the inherent flaws of human beings are the fundamental problem, and social contrivances are simply imperfect means of trying to cope with those flaws—the imperfections of these contrivances being themselves products of the inherent shortcomings of human beings. A classical scholar has contrasted modern visions of the anointed with “the darker picture” painted by Thucydides of “a human race that escaped chaos and barbarism by preserving with difficulty a thin layer of civilization,” based on “moderation and prudence” growing out of experience.6 This is a tragic vision of the human condition that is very different from the vision of the anointed.

“Solutions,” are not expected by those who see many of the frustrations, ills, and anomalies of life—the tragedy of the human condition—as being due to constraints inherent in human beings, singly and collectively, and in the constraints of the physical world in which they live. In contrast to the vision of today’s anointed, where existing society is discussed largely in terms of its inadequacies and the improvements which the anointed have to offer, the tragic vision regards civilization itself as something that requires great and constant efforts merely to be preserved—with these efforts to be based on actual experience, not on “exciting” new theories.

In the tragic vision, barbarism is always waiting in the wings and civilization is simply “a thin crust over a volcano.” This vision has few solutions to offer and many painful trade-offs to ponder. Commenting on Felix Frankfurter’s references to the success of various reforms, Oliver Wendell Holmes wanted to know what the costs—the trade-offs—were. Otherwise, while lifting up society in one respect, “how the devil can I tell whether I am not pulling it down more in some other place,” he asked.7 This constrained vision is thus a tragic vision—not in the sense of believing that life must always be sad and gloomy, for much happiness and fulfillment are possible within a constrained world, but tragic in inherent limitations that cannot be overcome merely by changing institutions or by compassion, commitment, or other virtues which those with the vision of the anointed advocate or attribute to themselves.

In the tragic vision, social contrivances seek to restrict behavior that leads to unhappiness, even though these restrictions themselves cause a certain amount of unhappiness. As Professor Richard A. Epstein of the University of Chicago put it: “The study of human institutions is always a search for the most tolerable imperfections.”8 The tragic vision is a vision of trade-offs, rather than solutions, and a vision of wisdom distilled from the experiences of the many, rather than the brilliance of a few.

Because there are inherent limitations on the human brain and on the human lifespan, those with the tragic vision have tended to be advocates of specialization, exemplified by Adam Smith’s praise of the division of labor in The Wealth of Nations.9 But those with the opposite vision tend to lament so much specialization, seeking for example to transcend the specialization of academic disciplines with “interdisciplinary” courses and programs—and more generally projecting a vision of the future in which individuals will each have wide-ranging skills and interests, much like those of an idealized Renaissance Man.10 Those with this vision of the anointed need not deny human limitations. They simply do not build those limitations into the foundations of their vision, as those with the tragic vision do.

The conflict between these two visions goes back for centuries.11 Those with the tragic vision and those with the vision of the anointed do not simply happen to differ on a range of policy issues. They necessarily differ, because they are talking about very different worlds which exist inside their minds. Moreover, they are talking about different creatures who inhabit that world, even though both call these creatures human beings, for the nature of those human beings is also fundamentally different as seen in the two visions.12

In the tragic vision, there are especially severe limits on how much any given individual can know and truly understand, which is why this vision puts such emphasis not only on specialization but also on systemic social processes whose economic and social transactions draw upon the varied knowledge and experience of millions, past and present. In the vision of the anointed, however, far more knowledge and intelligence are available to some people than to others, and the differences between them and the masses are far greater than in the tragic vision.13

These opposing visions differ not only in what they believe exists and in what they think is possible, but also in what they think needs explaining. To those with the vision of the anointed, it is such evils as poverty, crime, war, and injustice which require explanation. To those with the tragic vision, however, it is prosperity, law, peace, and such justice as we have achieved, which require not only explanation but constant efforts, trade-offs, and sacrifices, just to maintain them at their existing levels, much less promote their enhancement over time. While those with the vision of the anointed seek the causes of war,14 for example, those with the tragic vision say such things as “No peace keeps itself,”15 that peace “is an unstable equilibrium, which can be preserved only by acknowledged supremacy or equal power,”16 that a nation “despicable by its weakness, forfeits even the privilege of being neutral,”17 and that “nations in general will make war whenever they have a prospect of getting anything by it.”18

A tragic vision is a sort of zero-based vision of the world and of human beings, taking none of the benefits of civilization for granted. It does not assume that we can begin with what we already have and simply tack on improvements, without being concerned at every step with whether these innovations jeopardize the very processes and principles on which our existing level of well-being rests. It does not assume that the chafing restrictions conveyed to us by social contrivances—from prices to stigmas—are caused by those contrivances. Above all, it does not assume that untried theories stand on the same footing as institutions and practices whose very existence demonstrate their ability to survive in the world of reality, however much that reality falls short of what can be imagined as a better world.

The two visions differ fundamentally, not only in how they see the world but also in how those who believe in these visions see themselves. If you happen to believe in free markets, judicial restraint, traditional values and other features of the tragic vision, then you are just someone who believes in free markets, judicial restraint and traditional values. There is no personal exaltation inherent in those beliefs. But to be for “social justice” and “saving the environment,” or to be “anti-war” is more than just a set of hypotheses about empirical facts. This vision puts you on a higher moral plane as someone concerned and compassionate, someone who is for peace in the world, a defender of the downtrodden, and someone who wants to preserve the beauty of nature and save the planet from being polluted by others less caring.

In short, one vision makes you somebody special and the other vision does not. These visions are not symmetrical. Their asymmetry, as we shall see, affects not only how their respective advocates see themselves but how they see those who disagree with them.

One of the fertile sources of confusion in discussions of ideological issues is the dichotomy between the political left and the political right. Perhaps the most fundamental difference between the left and the right is that only the former has even a rough definition. What is called “the right” are simply the various and disparate opponents of the left. These opponents of the left may share no particular principle, much less a common agenda, and they can range from free-market libertarians to advocates of monarchy, theocracy, military dictatorship or innumerable other principles, systems and agendas.

To people who take words literally, to speak of “the left” is to assume implicitly that there is some other coherent group which constitutes “the right.” Perhaps it would be less confusing if what we call “the left” would be designated by some other term, perhaps just as X. But the designation as being on the left has at least some historical basis in the views of those deputies who sat on the left side of the president’s chair in France’s Estates General in the eighteenth century. A rough summary of the vision of the political left today is that of collective decision-making through government, directed toward—or at least rationalized by—the goal of reducing economic and social inequalities. There may be moderate or extreme versions of the left vision or agenda but, among those designated as “the right,” the difference between free market libertarians and military juntas is not simply one of degree in pursuing a common vision, because there is no common vision among these and other disparate groups opposed to the left—which is to say, there is no such definable thing as “the right,” though there are various segments of that omnibus category, such as free market advocates, which can be defined.

The heterogeneity of what is called “the right” is not the only problem with the left-right dichotomy. The usual image of the political spectrum among the intelligentsia extends from the Communists on the extreme left to less extreme left-wing radicals, more moderate liberals, centrists, conservatives, hard right-wingers, and ultimately Fascists. But, like so much that is believed by the intelligentsia, it is a conclusion without an argument, unless endless repetition can be regarded as an argument. When we turn from such images to specifics, there is remarkably little difference between Communists and Fascists, except for rhetoric, and there is far more in common between Fascists and even the moderate left than between either of them and traditional conservatives in the American sense. A closer look makes this clear.

What distinguished Fascist movements in general from Communist movements was that Communists were officially committed to government ownership of the means of production, while Fascists permitted private ownership of the means of production, so long as government directed the private owners’ decisions and limited what profit rates they could receive. In short, the notion that Communists and Fascists were at opposite poles ideologically was not true, even in theory, much less in practice. As for similarities and differences between these two totalitarian movements and liberalism, on the one hand, or conservatism on the other, there was far more similarity between these totalitarians’ agendas and those of the democratic left than with the agendas of most conservatives. These are of course things opposed by most people who are called “conservatives” in the United States, and they are things much more congenial to the general approach of people who are called “liberals” in the American political context. It should be noted also that neither “liberal” nor “conservative,” as those terms are used in the American context, has much relationship to their original meanings. Milton Friedman, one of the leading American “conservative” intellectuals of his time, advocated radical changes in the country’s school system, in the role of the Federal Reserve System, and in the economy in general. Despite all this, even scholarly studies of intellectuals have referred to Hayek as a defender of the “status quo,” and as one of those whose “defense of the existing state of affairs” has “furnished justifications for the powers that be.”26 Whatever the merits or demerits of Hayek’s ideas, those ideas were far more distant from the status quo than were the ideas of those who criticized him. Conservatism, in its original sense, has no specific ideological content at all, since everything depends on what one is trying to conserve. In the last days of the Soviet Union, for example, those who were trying to preserve the existing Communist regime were rightly referred to as “conservatives,” though what they were trying to conserve had nothing in common with what was advocated by Milton Friedman, Friedrich Hayek or William F. Instead of defining these (and other) groups by their proclaimed goals, we can define them by the specific institutional mechanisms and policies they use or advocate for achieving their goals. More specifically, they can be defined by the institutional mechanisms they seek to establish for making decisions with impacts on society at large. In order to keep the discussion manageable, the vast sweep of possible decision-making mechanisms can be dichotomized into those in which individuals make decisions individually for themselves and those in which decisions are made collectively by surrogates for society at large.

In market economies, for example, consumers and producers make their own decisions individually and the social consequences are determined by the effect of those individual decisions on the way resources are allocated in the economy as a whole, in response to the movements of prices and incomes—which in turn respond to supply and demand.

While this vision of the economy is often considered to be “conservative” (in the original sense of the word), in the long view of the history of ideas it has been revolutionary. From ancient times to the present, and in highly disparate societies around the world, there have been the most varied systems of thought—both secular and religious—seeking to determine how best the wise and virtuous can influence or direct the masses, in order to create or maintain a happier, more viable or more worthy society. In this context, it was a revolutionary departure when, in eighteenth-century France, the Physiocrats arose to proclaim that, for the economy at least, the best that the reigning authorities could do would be to leave it alone—laissez-faire being the term they coined. Variations of this vision of spontaneous order can also be found in other areas, ranging from language to the law. No elites sat down and planned the languages of the world or of any given society. These languages evolved from the systemic interactions of millions of human beings over the generations, in the most varied societies around the world. Linguistic scholars study and codify the rules of language—but after the fact. Young children learn words and usage, intuiting the rules of that usage before they are taught these things explicitly in schools. While it was possible for elites to create languages such as Esperanto, these artificial languages have never caught on in a way that would displace historically evolved languages.

In law, a similar vision was expressed in Justice Oliver Wendell Holmes’ statement that “The life of the law has not been logic: it has been experience.”28 In short, whether in the economy, language, or the law, this vision sees social viability and progress as being due to systemic evolution rather than elite prescription.

Reliance on systemic processes, whether in the economy, the law, or other areas, is based on the constrained vision—the tragic vision—of the severe limitations on any given individual’s knowledge and insight, however knowledgeable or brilliant that individual might be, compared to other individuals. Systemic processes which tap vastly more knowledge and experience from vastly more people, often including traditions evolved from the experiences of successive generations, are deemed more reliable than the intellect of the intellectuals.

By contrast, the vision of the left is one of surrogate decision-making by those presumed to have not only superior knowledge but sufficient knowledge, whether these surrogates are political leaders, experts, judges or others. This is the vision that is common to varying degrees on the political left, whether radical or moderate, and common also to totalitarians, whether Communist or Fascist. A commonality of purpose in society is central to collective decision-making, whether expressed in town-meeting democracy or totalitarian dictatorship or other variations in between. One of the differences between the commonality of purposes in democratic systems of government and in totalitarian systems of government is in the range of decisions infused with that commonality of purpose and in the range of decisions reserved for individual decision-making outside the purview of government.

The free market, for example, is a huge exemption from government power. In such a market, there is no commonality of purpose, except among such individuals and organizations as may choose voluntarily to coalesce into groups ranging from bowling leagues to multinational corporations. But even these aggregations typically pursue the interests of their own respective constituents and compete against the interests of other aggregations. Those who advocate this mode of social decision-making do so because they believe that the systemic results of such competition are usually better than a society-wide commonality of purpose imposed by surrogate decision-makers superintending the whole process in the name of “the national interest” or of “social justice.”

The totalitarian version of collective surrogate decision-making by government was summarized by Mussolini, who defined “totalitarianism” in the motto: “Everything in the State, nothing outside the State, nothing against the State.”29 Moreover, the state ultimately meant the political leader of the state, the dictator. Mussolini was known as Il Duce—the leader—before Hitler acquired the same title in German as the Führer.

Democratic versions of collective surrogate decision-making by government choose leaders by votes and tend to leave more areas outside the purview of government. However, the left seldom has any explicit principle by which the boundaries between government and individual decision-making can be determined, so that the natural tendency over time is for the scope of government decision-making to expand, as more and more decisions are taken successively from private hands, since government officials constantly have incentives to expand their powers while the voters’ attention is not constantly focussed on maintaining limits on those powers.

Preferences for collective, surrogate decision-making from the top down are not all that the democratic left has shared with the original Italian Fascists and with the National Socialists (Nazis) of Germany. In addition to political intervention in economic markets, the democratic left has shared with the Fascists and the Nazis the underlying assumption of a vast gap in understanding between ordinary people and elites like themselves. Although both the totalitarian left—that is, the Fascists, Communists and Nazis—and the democratic left have widely used in a positive sense such terms as “the people,” “the workers” or “the masses,” these are the ostensible beneficiaries of their policies, but not autonomous decision-makers. Although much rhetoric on both the democratic left and the totalitarian left has long papered over the distinction between ordinary people as beneficiaries and as decision-makers, it has long been clear in practice that decision-making has been seen as something reserved for the anointed in these visions.

Rousseau, for all his emphasis on “the general will,” left the interpretation of that will to elites. He likened the masses of the people to “a stupid, pusillanimous invalid.”30 Godwin and Condorcet, also on the eighteenth century left, expressed similar contempt for the masses.31 Karl Marx said, “The working class is revolutionary or it is nothing”32—in other words, millions of human beings mattered only if they carried out his vision. Fabian socialist George Bernard Shaw included the working class among the “detestable” people who “have no right to live.” He added: “I should despair if I did not know that they will all die presently, and that there is no need on earth why they should be replaced by people like themselves.”33 As a young man serving in the U.S. Army during the First World War, Edmund Wilson wrote to a friend: “I should be insincere to make it appear that the deaths of this ‘poor white trash’ of the South and the rest made me feel half so bitter as the mere conscription or enlistment of any of my friends.”34

The totalitarian left has been similarly clear that decision-making power should be confined to a political elite—the “vanguard of the proletariat,” the leader of a “master race,” or whatever the particular phrase that might become the motto of the particular totalitarian system. In Mussolini’s words, “The mass will simply follow and submit.”35

The similarity in underlying assumptions between the various totalitarian movements and the democratic left was openly recognized by leaders of the left themselves in democratic countries during the 1920s, when Mussolini was widely lionized by intellectuals in the Western democracies, and even Hitler had his admirers among prominent intellectuals on the left. It was only as the 1930s unfolded that Mussolini’s invasion of Ethiopia and Hitler’s violent anti-Semitism at home and military aggression abroad made these totalitarian systems international pariahs that they were repudiated by the left—and were thereafter depicted as being on “the right.”n
